It could be "burning" the oil through the pistions because of broken or worn piston rings. It could be leaking out from a loose oil pan plug or bad valve cover gaskets. If it's a high mileage vehcile, I'd bet on broken or worn piston rings.
on my 99 venture there are 2 screws on by the door handle and the other is under the window switch. just use a flat head and pry it loose it pops out. after that you need to pull around the edge and remove the white fasteners a few will break good luck.
filter is located under the van on the driver side approx the middle of the van. It has those quick disconnect fittings on each end and will leak some fuel when you take it loose, so be careful
