Bullies often bully because they can and are in a position to do so. Very often, adult bullies were bullies as children and managed to get by with being a bully. They might have family ties, or it is their bullying nature that helps them get to the top. People aren't always promoted because they are good at what they do. They are sometimes promoted because others fear what would happen if they are not promoted.

At the core level, there might be some insecurity, though they will never show it. Or alternatively, they have a high ego and feel that justifies their behavior. There may be an addiction to power as well.
