Paul talks about circumcision as a doctrinal issue in the early church but not in relation to himself. It would be a given that a religious Jew and Pharisee would be circumcised. This is such a non-issue that it would not rate a mention in the New Testament.

No .normally circumcision is the removal of healthy tissue from the penis and as such is not a necessary procedure, on the contrary it is harmful. However if it is a medical necessity then chances are it would be covered.

It all depends on what is wrong to require such a drastic bit of work to be done. I mean what medical problem can a patient have that would require a circumcision?
I don't think it does....but why would someone do it later? the earlier it is the better.
