I want the Address Bar Back as it originally was. That is on Top of the Page Above Navigation Bar
I assume that "local" navigation is navigation affordances that are available on one web page, but not others. Global navigation appears on every page of a web site. Usually found in the form of a bar at the top of the page with all the major parts of the site reflected.
Yes, tabbed navigation could easily be made on one page. However it uses jQuery to add the navigation bar.
On the left navigation bar. It says Flagged Questions.

Having a navigation bar is suitable if you have a website with more than one page that is meant to be accessed by normal users. Not having one would lead to users needing to meorize URL's in order to get to certain areas of your website, which normally becomes a pain. Links leading to other sections of your website also aid in search engine functionality; more of your webpages could be indexed by popular search engines if you link to them somewhere, somehow (a navigation bar would make that easy to do).
