It could be a bad starter relay, faulty wire(s)/switch(s) and/or dirty connections. I would check the starter relay and connections first. If everything else checks out, it just might be the starter itself.
there are 5 wires that go to the starter relay on a 1993 mercury topaz
starter motor is below and to the right of oil filter
when we turn the key nothing happens someone suggested the starter relay. where is the starter relay or what is it?

climb under car by the passenger side tire, right above u is the cylinder shaped starter.
Disconnect - battery cable Loosen 2 mounting bolts Remove wiring Drop starter
The starter solenoid is on the left side fenderwell next to the battery.
