check your Idle sensor which is attached to your throttle body. This ussually goes bad and tends to rev the idle up. I had the same problem with my 99 wrangler.

idle air motor needs to be replaced there is spring that goes over a plunger which shuts and opens depending on air mixture it is sticking half open or just stuck open u can get this part a autozone for 45bucks.
