The most likeliest answer to this question would be that your hot water heater is unfortunately rusting or perishing from the inside, no amount of cleaning will help. your only option is to replace the hot water heater.

i think its because when you turn on the hot water tap the dirt in the tap has gone because the dirt loses the stickiness and hot water gets rids of stickiness
If you mean drill horizontally through the dirt,, I'm no engineer but fitting a length of pipe with a water tap then extend the pipe as the water washes away the dirt from the working end under the slab and flushes out the sediment seems like it would work.
I believe nothing would happen to you until the salts and dirt from your hand contaminates the water making it conductive. I wouldn't want to test it and i wouldn't encourage you to. and i don't know what a edm is.

I would assume it is from either the rain coming down and disrupting the ground beneath the waters surface. Or from it washing mud, or dirt, off the bank into the flowing water.

All rivers carry some dirt in them as they flow. So as the Niagara river goes over the Falls, there would be some dirt in the water.
One of the main methods to look for gold was in the rivers for gold nuggets. The miners had a sluce box and rocker to find the gold. The sluce box was a wooden box with an box on top to shovel in dirt and to poor water over the dirt. The dirt/water would run down a tracer that emptied into the river. In the tracer the gold nuggets would fall to the bottom instead of washing out. The rocker had a similar idea but it rocked back and forth to separate the dirt with water. Again shovel fulls of dirt were put into the rocker to separate dirt from gold. The miners doing this would stand in dirt and water all day long with shovels of dirt and water for the few nuggets they could get.

Why would anyone put dirt in a water heater ?? Normally water heaters have sediment from the minerials in the water supply and the instructions furnished with the heater tells how to cure this problem
