When originally created everything was good, perfect but because of man's rebellion against God the whole of creation was cursed:
Genesis 3:17......................"Cursed is the ground for your sake; In toil you shall eat of it All the days of your life.
Genesis 3:18 Both thorns and thistles it shall bring forth for you, And you shall eat the herb of the field.
Genesis 3:19 In the sweat of your face you shall eat bread Till you return to the ground, For out of it you were taken; For dust you are, And to dust you shall return."
So I think the problems we have with lice is a result of the curse on creation.
Again in the New Testament:
Romans 8:19 All of creation waits with eager longing for God to reveal his children.
Romans 8:20 For creation was condemned to lose its purpose, not of its own will, but because God willed it to be so. Yet there was the hope
Romans 8:21 that creation itself would one day be set free from its slavery to decay and would share the glorious freedom of the children of God.
Romans 8:22 For we know that up to the present time all of creation groans with pain, like the pain of childbirth.
