== Tickle the transmission lever or play whit it ... it seem that the sensor that see it in park position is a bit nousy..mine does that too....freaky tha first time!!! Mine does the same thing but if I angle the key down in the ignition slightly it starts right away.
I don't know what "after battery is off" means, but if it is clicking while trying to start, then most likely the starter/solenoid/relay is bad.
Sounds like a battery problem. Check the battery. Clean and tighten the battery terminals and cable ends.

The 1994 Dodge Caravan recommended battery cold cranking amps is 550. If you live in a cold climate you probably will want a bigger battery.
Unhook the battery.
We just had the same problem on a 2005 caravan. Auto parts store tested it and siad the alternator was bad. Took it to main dealer and they said the battery was bad. They changed the battery and all is well. (Main dealer battery $160 so beware!!!!!) Try a new battery from somewhere cheaper. You can also remove the alternator and take it to an auto parts store where they can bench test it and tell you if it is bad. They can do the same with the battery.
If the 1992 Dodge Caravan won't start but makes a clicking noise, it is probably a combination of things. The starter solenoid is making the battery go dead between starts. Replace both and the problem should be solved.
