Hello Friend,
Your problem is not that serious! I had the same problem with my '91 Saturn SL2 (automatic). The problem is electrical or charging system. The cheapest way to do it is to replace the battery completely and make sure connections are clean.
Also check the wires or charging system to see if is producing between (13.5+ to 14.6 Volts) when car is running.
Now, it is also an indication that the alternator is going or about to go so do the cheapest replacement first to save money and if you can afford the expense, replace the battery, (+& -) cables and alternator.
Keep me informed.

It is a legal obligation. Not resolving it can result in loosing the privilege to drive in that state.
You are referring to CCA or Cold Cranking Amps. Sure you can drive it. In fact that is a very good size battery for cold temperature starts.
You pay when you drive out of the parking area.

That depends on where you live. Your problem will be parking when you get there.
drive with it off and have the parking brake inspected for damage.
It depends on the state you're in. For instance, in California, you must have a learners permit and or drivers license to drive in or on any roadway or parking lot which is "accessible" by the public. This includes parking lots which may otherwise "seem" private, such as a church parking lot or a school parking lot.
