The most common reason for this is that the O ring from the previous oil filter is still on the car. This happening will cause the new O ring to bind / not seal correctly. Another possibility is that there is a deep gouge or crack in the metal where the O ring connects to the motor also causing a poor seal.

any oil filter on any vechile should only be hand tight. be sure and check for leak's after installing oil.
there is no torque on the oil filter!! when putting back on tighten the filter hand tight as much as you can.
Oil coming from the oil filter area usually means that the gasket for the oil filter is not seating right. If the filter was changed recently, the old gasket could have been left on, along with the new gasket, causing a bad seal.
Its possible you didn't properly install the oil filter. ie its miss-threaded or not tightened properly or too tight. You may have also left the old gasket from the old filter on. Also if you did not apply a thin coat of oil to then new filter gasket it may leak.
Neither your oil filter, or the fill cap need to be loose, the filter should be screwed on as tight as you can get it by hand only, and the fill cap should fit snugly so it does not come off. If the oil filter is loose or too tight you can blow out the seal which will cause you lose all your oil.
Coulpe of things to look for. Not tight enough, they say hand tight By I put an extra 1/2 turn after hand tight. Old rubber seal from old filter was left on block. cheap filter. You may of pinched it while tightening the filter (if you used a filter wrench as I do

The oil filter on the 1997 Avalon is located on the side of the engine that is toward the front of the car. The filter will probably be so tight that you will have to use an oil filter wrench to remove it.
check that the O ring was replaced when oil filter was changed. id O ring is good and filter is tight, and housing still leaking, replace filter housing
No..maybe a oil filter wrench to remove it, but, install it by hand (HAND TIGHT)
The Oil Sending Unit is just above the Oil Filter. The only way to really get to it is to remove the oil filter and come from below. Coming in from the front is too tight of an area to get any hold to release the clip, not to mention using a ratchet through the belts.
