check that the O ring was replaced when oil filter was changed. id O ring is good and filter is tight, and housing still leaking, replace filter housing
It's caused by engine blow by, there should be a filter in the housing that you can change. It's usually located on the side of the housing and it should have a hose running to the valve cover.
The oil filter housing is located on the front of the engine cases. It has a single bolt that attaches the housing to the engine. The housing itself is finned for cooling.

For an example, Chevrolet has that feature built into the oil filter housing. If the engine demands more oil than the filter can pass, the oil filter is by-passed thru a relief valve designed into the engine.
