Why would the Speedometer not work on my 1999 dodge ram 2500 pickup and the abs and brake lights on the dash come on even though the brakes are in good condition?

ABS lights might be on if you drove with your emergency brake engaged. The heat form the friction of this would set off the sensors.
The ABS has probably set a code for a failed rear axle speed sensor.
Replace the speed sensor on the rear axle.
