Bad ground or power wire on the blower.
Most likely is a short in the wiring from your heating/cooling/vent controls to the blower motor, or simply the blower is going bad.
Bad ground? or a loose connection.
The heater blower switch and the electrical plug attached to it may be at fault. Remove the heater control unit from the dash and inspect the plastic electrical plug attached to the blower switch, you may see it has melted. The switch and plug is available from your local auto parts store.
Sounds like the wire that goes to the blower that is behind the glove box which you would have to remove then pull the wire off and push back on, that's usually the problem.
Such accuracy was very hard before the internet, satellite, and other various forms of nearly instant communication. In these modern times, we can keep our times referenced between each other and although our hours and sometimes days are different, our measurements of minutes and sometimes seconds are nearly perfect and the same.
sometimes she is and other times she not

The blower motor is worn out. My 95 Achieva had the exact same problem and I had the motor replaced. It cost $168.00. $70.00 for the motor and the rest was labor. I had the same problem in my 92 Achieva S. I agree, the blower motor is going bad. I bought a rebuilt one for $30.00 and installed it myself. It is easy to do.
Sometimes it is. Other times it is pounds and ounces!
