It is because the switch on brake pedal has been moved. It must be pushed by the pedal all the time, and when you push the brake pedal, the button switch comes out, and then you should turn your lights on. This switch is tight by double nut next to the pedal, so disconnect it, release the tightened nut, or verify that it is tight, make sure it is pushed by the pedal every time this one is up, make a turn if needed to make tight again.
If you mean the brake lights are stuck on, then check the stoplight switch located on the top of the brake pedal.
Possibly the brake light switch at the brake pedal has stayed depressed or stuck.

Sounds to me it is your brake lights that are stuck on. If that is the case, I would suspect a faulty or out of adjustment brake light switch.
The most common cause of the shifter to be stuck in park is a broken spring retainer in the shifter assembly. The only fuse that could cause that would be the brake lights fuse. If you have brake lights, it is not a fuse problem.
I would check the brake regulator switch, located under the dash near the top of the brake pedal. Its a silver piece that has a button like switch that activates every time you press on the brake pedal causing the light to turn on. It could be stuck in, causing the brake light to stay on.
Brake light switch stuck or out of adjustment. It is either located on the brake pedal somewhere or it may be a pressure switch located on or near the master cylinder.
Check the brake light switch, usually at the top end of the footbrake lever. These switches sometimes stick and need to be replaced. It is highly unlikely to be the brake pads, you would feel the drag and the pads would smoke.

Well you mean tail lights i think and it has to either they are burnt out or a brake edal sensor is the problem and is stuck
