It is possible that you have a bad ground or that you need to replace your ignition switch that closes that circuit when the key is turned.
Check the fuse first. If the fuse if good then either the lighter itself or the lighter outlet is defective.

These are cigar lighter sockets. You should be able to get them from your Subaru dealer, but I replaced the one in the console of my Outback with a socket from the auto parts store.
