It could be that there is a corrupt file or two in Outlook, causing it to work improperly. Or, it could be that the preferences have been set to prevent deleting stuff. Outlook can be configured in a huge variety of ways, with a ton of different options to choose how it works. Check that out before reinstalling. There is a folder called deleted items in your menu, that is where your emails go when you delete them, as a side note you should delete the items in the deleted folder every so often to help save space, while in the folder click edit at the top and then click empty deleted items folder.
