Why would the high-beam indicator go on when you turn on the low-beam headlights?

it sounds like a bad dimmer switch to me ,but without knowing if the car has a (DRL)daytime running lights control unit. the control could have a bad ground , and that ground is behind the left kick panel.

Check the grounding of the bulb. Make sure it was plugged in properly.

If both lowbeam headlights fail at once, it probably isn't the lamps themselves. That would be a fluke. The wiring is usually not at fault. It is vulnerable at the ends where the connectors are because they might become corroded. Check that last. That leaves the two other vulnerable points in the circuit: the fuse and the light switch. Check them out.

It is safe to use the bright [highbeam] headlights when there is no oncoming traffic/drivers who could be blinded by the bright light. Also, it is unsafe to use highbeams when there is fog or smoke which would reflect the light back to you, thus reducing the distance which you can see.

i know this will sound silly but first make sure the headlights themselves are not blown.you would be surprised how many Kia's come into my shop with headlights not working and all the headlights are blown. after that get a volt meter and disconnect the light and test to see if you have power , remember the dimmer switches are famous for cold solder joints and will also cause this problem.

The headlights go up and down when you turn the headlights on. If they are not going up or down they may be disconnected from the motor. You would have to take the headlights out to see if they are disconnected or not.
