Why would the rear window washer and wiper not work on a 2001 Grand Caravan when the fuse is good and there is power to the dash switches?

I found a fix for this...Unplugging the negative battery cable for 15 minutes then reconnecting it did the trick. They both started working again. I read that it had to do with the BCM needing to be reset by killing power to it.
