there may be water in the fluid if it has not bin changed it is rare but it happened to my brother's infinity try draining the fluid and see how that works
check the level of your power steering fluid. Also have a mechanic check to see if your power steering pump is working properly.

Denise, the fluid goes in the power steering pump resovior at the same place you check the level. Make sure to check the level when the fluid is hot.
If it making a loud squealing sound when you turn the steering wheel, the power steering fluid level is low. The reddish fluid you are seeing on the ground is power steering fluid. It is probably leaking and that would be why the fluid level is so low.

To check the power steering fluid on your 1991 Caprice remove the cap on the power steering pump fluid reservoir and check the level on the fluid level indicator. If the fluid is warm(about 170 degrees)the fluid level should be at the "Full Hot" mark. If the fluid is cool(about 70 degrees) the fluid level should be at the "Full Cold" mark.Always use the correct power steering fluid to avoid damage to the hoses and seals which will result in fluid leaks. It should be noted that the reservoir (pardon my spelling) is located under the alternator (On my '91 with the 305, that is) - So you can't do it while the car is running.....Kenny
