There should be a non return valve on the cold water side of the hot water tank. When there is no non return valve the water in the tank heats up and expansion of the water will cause it to travel backward up the cold water pipe thereby equalising the waterpressure normally this expansion would find its way out of the safety pressure valve. So it sounds like the non return valve needs fitting or replacing.
I would disconnect both heater hoses from the engine, then fabricate a way to connect a garden hose to one of the hoses leading to the heater, then gently turn on water supply for a minute, then attach garden hose to opposite heater hose and flush again, then reattach both hoses to engine and top off coolant reservoir.
Gas heater & electric heater both are available.
I disconnect both heater hose off of the engine, then fabricate a fitting that will attach a garden hose to one of the heater hoses. While directing the other hose towards a bucket, I gently turn on the water supply to wide open and let the water run until it shows clear, then reverse the flow into the heater by switching hoses and repeat.
I would use hot water conn. on it. Both on cold and hot
flush the heater core in both directions with water

Not advisable. Both units consume huge amounts of Amps (amperes = current) and the normal 20 or 30 amp breaker may not sustain prolonged operation of both. Where I live, we have two electric meters ... one just for the water heater, the other for the house and all it's electrical needs (except for the water heater).
You can place any type of gas or electric water heater in a basement. I have seen many of both.
When there is not enough hot water, it probably is caused by someone using the hot water recently and the water heater is not large enough to provide hot water for both uses. The water heater will provide hot water as long as there is hot water in it. When there isn't any hot water left, it will provide cold water. It takes a while to heat the water after some is used.
I remove both heater hoses and use a garden hose to force water through the heater core. I just send water through both ways for a couple of minutes.
NO -- one at a time
It would have to be the controls or the shower head. Distance from the heater or size of supply lines shouldn't have much affect. The only variable would be the control or shower head and either one could have a flow restrictor in it or both.
