Go to Google and type in hombre wiper motor. You will find that it takes you to a module connected to the wiper motor that burns out and has given GM owners problems for a long time. You should be able to get one at a parts store for about $20.00. bad ground wire / switch falty
Wiper motor is not working properly or the combination switch in the steering column is not working properly which is the lever that turns the wipers on.
You have to replace a relay switch for the wipers this sholud be found under the hood in the engine compartment fuse box.

There may be a way, but my guess is that someone put the wrong size wipers on it. Would a shorter wiper blade eliminate the problem?
