It has a circuit bereaker in the motor which can be weak or the linkage and transmissions can cause unusual drag on the motor. Have it checked out,
I had the same problem on a GMC wiper motor of similar vintage. Solved with adding a specific ground wire from the wiper motor houseing to the frame.
I have a 1997 Blazer that had the same problem. There was a recall on the wiper circuit board that fixed the problem. You may want to try if the recall was for your year of truck also.Jeff

There is most likely a sensor which moniters the fluid and renders the wipers useless when empty
I have a scenic 06 plate. My wipers have stopped working about 4 times in the last 6 months, which is not an enjoyable experience when on the motorway in the rain. I have to switch the ignition off and on to get them working again. Just about to book it into the garage (to probably have them tell me they 'can't find anything wrong with them sir'.)

the windshield wiper motor could be getting Hot! Mine does the same thing, then when it cools off they work again.
If your wipers were froze down or stuck down when you tried to use them. It maybe the wipers are designed so that the bolt which is fastened to the fire wall backs off. try tightening that bolt and see if they do not been working again! From LHZ

Sounds like the delay Knob may either be turned to far or need to be replaced. Check the handle for the wipers see if there is a knob oro other turning part and adjust it to the time delay you would prefer
