that can be because of the fuel pump relay,a severed wire to the fuel pump or the fuel pump fuse is blown.
Check your fuel pump relay and fuse

what would be the reason, i just put a new battery in car, but does not register power to headlights nor fuel pump
I would expect that the power for the fuel pump would be supplied through the ignition switch so I would start there, that is check the ignition switch.
fuel pump is in fuel tank.if pump runs with key off replace fuel pump relay

If you have power and ground at the fuel pump while the key is in the start position but have no noise or fuel coming from the pump, then the odds are it is bad
Check all fuses and fuel pump relay. Check the fuel pump inertia cutoff switch in the trunk.
what is the cause of no power at the fuel pump
No there is not, only ford used an Inertia switch.I would check the fuel pump relay and fuse first if fuel pump won't run.Then you need to make sure you have power back on the top of the fuel tank where the wiring connector hooks to the top of the fuel pump sending unit. If you have power there then replace fuel pump.
loosing power to the fuel pump could be a shorted wire, if that were the case you would have blown a fuse, also your fuel pump could have gone out
