It can be a few things,
turbo seals leaking
faulty crankcase valve
faulty bell pan.
A bad intake manifold or manifold gasket can cause water to leak into the oil. Some newer cars have plastic manifolds and they will crack from age.

Sounds like you have oil making it pass the PCV Valve into the air intake system and all the way into the intake manifold. I would remove and clean both intake manifold and intake piping, replace the air filter and the pcv valve and the pcv hose going from the valve cover to the air intake tube. As to why oil is in the radiator, it sounds like either a water jacket is cracked or you have a head gasket failure, if that's the case your oil is junk too.
Usually when you leak oil that's an indication that the intake manifold gaskets need to be replaced or your intake manifold is shot.

Need to know what you are working on. But most engines have camshaft oil gallerys and oil lifter gallerys under the intake manifold. If it is a overhead cam engine it has nothing under the intake, it is all open and empty, nothing there.
