check the fuses. you can get a thing at walmart to test if they are good or not, and it's really cheap to replace

If you have daytime running lights, they have power at a lower voltage all the time, until you turn the lights on low beam.

NOTE: Anytime the battery terminal has been disconnected, please initialize the driver's door power window and front passenger's door power window after reconnecting the battery terminal. With ignition switch in the "ON" position, do the following: 1. Push down and hold the driver's door power window switch to completely open the window. 2. Pull and hold up the driver's door power window switch until the window closes. Continue holding the switch for approximately one second until the switch changes from blinking to a constant illumination. 3. Check for proper operation of the "one-touch open and close" function by fully pushing the switch briefly to the "DOWN" and "UP" positions. At this time the power window switch for the passenger's door window should be blinking. 4. Push down and hold the passenger's door power window switch to completely open the window. 5. I was informed by my local dealership that after power is loss (disconnecting from the battery), using the switch at the window in question - take window down to lowest level and then bring it back up to it's highest level and hold the switch until you hear a 'click'. This process returned the passenger's front window remote control to the driver's switch for me.

No the receptacle itself does not consume any power it is just a source of power. No amperage is used until the load is plugged in and turned on. Appliances plugged in with the switch in the off position draw no current. Devices that do not have an off- on switch will start drawing power as soon as they are plugged in. Once an appliance is switched on you are billed for the use of the electricity.
