This is typical of low blood sugar, however usually the body tells you in this occurrence that you are in fact hungry (In need of resources and or fuel/sugar) but some things can also tell the body to Ignore this response:

Such as: Mental disorder where you are NEVER hungry (It happens, you don't feel hunger, ever)

You are in starvation mode (Body is only getting 1 maybe 2 meals a day at best for a long time, couple months or longer and isn't changing) this would be the stage before your body goes Catabolic. This means your body is quite literally eating itself(it has gone into a catabolic state. You may not be getting the needed sugar and carbs during this process as it's solely meant to keep vital organs alive.

Stomach Ulcers can also cause you to not feel hungry.

Digestive tract issues most certainly cause you to not feel hungry.

Your body produces too much acid+enzymes (Pepsin+).

There are numerous reasons but these are the main reasons.
