relies on the sun being behind the observer.
In general terms when you are in the northern hemisphere the sun is always south of you, even if its by a tiny amount, so the rainbow will always be north of you. This means you will not see a rainbow (caused by the sun) in the southern sky.
To be absolutely accurate however due to the axial tilt of the earth there is a zone near the
equator
where the sun is in fact slightly north of you for about half the year and you are still in the northern hemisphere (which comes from the position of the equator not the sun). In this zone it is possible so see a rainbow in the southern sky.
