A 1993 Mazda MX-3 does not have an inertia switch. If anything is wrong with what would normally be the inertia switch, the fuel pump may be faulty.
You have a faulty switch in the base of your indicator/light stalk. This switch wears out with use so the lights can flip easily to High beam from Low Beam. The fix: Replace the switch assembly and stalk.
Are you asking how to change the Hazard switch? What makes you think it is bad? They almost never go bad and I would be really surprised if it were. Have you replaced the Flasher Relay for the hazard lights.

If you mean they are on and flashing and your can't cut them off with the switch, the switch is bad.

I have a 99 blazer with the same problem. If i move the light dimmer dial from side to side it will stop. You can change the switch or from time to time wiggle the switch.
Bad wiring. Insulation has worn off of a wire(s) and it is shorting out the switch circuit. The switch could be bad, but that would be a strange break.
