Normally,when replacing front pads, the rotors and calipers should be inspected for replacement as well.
When you step on the brake, this activates the calipers to press the brake pads against the rotors.
The symptoms you are describing more than likely mean the rotors need to be replaced as well, possibly they are warped.
However, 3 parts are involved that work in unison, so examine all three, both sides.
Some Sienna's have a four wheel disc brake option..examine all four.

Check for warped front rotors. under slight brake application it may not shake. But under hard braking such as getting off an offramp the truck will shake and the brake pedal may pulsate slightly. Chances are real good this is your problem.

i would try changing your bulb in the rear of the car first then if it still not working then look for fuse or wiring problem
One of the brake calipers or drums is not completely releasing. If it's a disk brake, replace the calipers. If it's a drum, check the emergency brake cable.
I would replace the water pump, 2 idlers, tensioner and 3 seals (2 on cam and 1 on crank shaft).
