Start small. Check your fuses.
Your fluids may very well be low or old.
The lights come on when you start the car. They will not come on if you have the park brake on. Once you release the park brake they will come on immediately.
this sounds like a fuse or 2. that's where i would start.

I had the same problem with my Grand Am and there is a recall on the ignition switch. I had to take the vehicle to an authorized GM dealer and they replaced it for me at no cost.
With the key in the off position, hold down the trip odometer reset button until the dash lights start flashing. When it is all done start the car, and see if it reset.
check the neutral safety switch. Mine does the same thing. also you might not have reverse lights.
It might be the starter or if the stater works but won't turn over replace the solonoide at autozone.
Check the fuses- Shift interlock is the same circuit as brake lights. As a temporary measure - try to turn the key to 1st (unlock) position shift to neutral to start vehicle and then shift to Drive.
Could be an exhaust leak close to the engine or a bad catalytic converter. It also could be a bad mass airflow sensor.
First off check your starter to see if it hasn't went out and make sure your battery isn't dead lights isn't the only thing that kills your battery
