Loss of fluid is the typical reason, Master Cylnder failure is another. Brake failure is very typical in these vehicles...there was a lawsuit against GM in the 90's to reimburse owners.
The master cylinder contains the reservoir for the brake fluid. This is where you would add it on an 1990 Cutlass Supreme.

I have 90 cutlass supreme. look under center of car for gas tank. should be on back end of the tank. need to jack up high enough to get at.
