If your '99 Maxima will not start even after you have changed the starter, you might have a dead battery or a bad starter solenoid. You could also have an empty gas tank.

I had the same problem on my 99 and a buddy on his 97.The positive wire harness(the one that hooks to the battery,starter,starter relay,etc) Has a break in it some where.Ours was broke or nearly broke on the starter solenoid.The crimped lug was broken.Sometimes it would start and other times it wouldn't.Check it, It may be the reason. before doing anything disconnect the negative cable from the battery of the car. the starter for a 99 maxima is located under the air filter housing and air intake duct, you have to remove both to even see the starter. Be careful when you remove these, they all have connectors that control important air sensors. Unhook, or unscrew anything attached to these parts before pulling out. once you have these out you will need to reach 2 bolts, i recommend an extension for the socket-wrentch of at least 8 inches. you will also have to disconnect the negative and the aux connectors from the starter.

it is most likely the starter, the starter will range from $100-200 at autozone, or oriely, i just replaced the starter in my 99 sunfire for the same reason.

You start by getting under the car, it is positioned in about the middle of the bottom of the motor. Once you identify the starter, there are two bolts holding the starter on, one near the bottom and one near the top. You simple take the bolts out, pull down the old starter, but the new starter in and but the bolts back in and your done! I just changed mine last month, and I had never done anything to a car before. It was pretty easy.
