It depends on if it ie front or rear wheel drive or 3 wheel drive. If it is 4 wheel drive, it is not good and will cause problems. If it is either front or rear wheel drive keep the wheels the same on the drive wheels ie. front wheel drive, keep the 17 or 16 inch wheels on the front but make sure they are the same.
If it is four wheel drive yes, a little snug. If two wheel drive, then only 31 inch tires.
Depends on your Ranger, the non 4 wheel drive take 9 inch rear brakes. The 4 wheel drive Rangers take 10 inch brakes.

4 wheel drive suburbans have a 6 lug 5 1/2 inch bolt pattern. 1999 and older Chevy half tons (non 4x4) had the 6 lug 5inch bolt pattern but from 2000 on even those half tons went to the 6 lug 5.5 inch pattern. Remember all 4x4 (4 wheel drive) half tons always had 6 lug 5.5 inch pattern!
