Yes it should. I've been running 700c tires on my modern 29er wheels without a problem. You could also try looking for 1.5 inch 29er tires.

That's a tricky one. Road bike standard pretty much calls for 700C (622 mm) wheels, and their size makes it impossible to build an entirely scaled kids road bike. The MTB will be heavier, and the more upright riding position will cause more drag. The wheels will be sturdier, it'll be better equipped to take fenders. It'll have a bigger span and bigger steps between the gears. Grinding through a steep climb isn't going to be a problem. Brakes will be better. In extreme circumstances(like powering down a hill) the higher gear ratio of the road bike can make it faster, but then we're talking about+30 MPH. Basically, if you put some smooth tires on a 29" (700C) sized MTB it'll be able to keep up with a road bike quite well, until either the road bikes improved aerodynamics or lower weight gives it an advantage.

48 cm probably refers to the frame size, and it indicates a fairly small bike. 700C is ISO /ETRTO 622 Bead Seat Diameter, while 27" is 630 mm BSD. Obviously then a 700C wheel will be smaller. This is good for frame/fork fit, but may be bad for brake performance. Check if your brake pads can be dropped with 4 mm (1/4") before doing anything else. If the brake pads can be dropped you're OK. If the brake pads can't be dropped and you're using regular brakes you'll be OK if you switch to long-reach brakes. If the brake pads can't be dropped and you're already using long-reach brakes you're out of luck. Do note that 27" wheels are still readily available.

Sort of, but not really. Although they have the same Bead Seat Diameter of 622 mm, there usually are some differences. Road bikes are generally built for 130 mm rear hub width, while a hybrid might share the 135 mm MTB standard. Road bikes are usually intended for narrower tires than a hybrid, so the rim is probably a bit narrover too. Hybrids can come with disc brakes, which is something you won't find on a "real" road bike. A new road bike can run 10 or even 11 speeds on the back, while hybrids don't go higher than 9 yet. In short: don't expect one to be a perfect fit for the other, but there is some interchangeability.
