No they are different part numbers. The one you are in need of for the 02 spectra is 0k2na63900. The one for the 01 Sephia is 0k2a363900
No, because every year of Kia has an entirely different engines and transmissions. A 99 Sephia, 01 Spectra, or 05 Spectra engine or transmission will work fine.
2002 Spectra is a Siemens 1.8 liter, 2004 is a Bosch 1.6 liter...totally different.

they are under the black cover on top the engine that say {1.8 dhcl }

Assuming your engine is a 1.8L, it should take about 4.5 - 5.0 quarts. My 2002 Spectra takes 4.5. Hope that helps.
