Fuel Filter is an in-line canister type located on the underside of the truck just along/inside the frame about even with the driver's door. You have to slide under the truck by driver's door..find the rigid fuel lines that run to the filter.

If the 1989 1 ton was a 4 door, it should fit as they are the same body style. They didn't change the 3/4 ton and 1 ton truck bodies til later.
