This swap can be done. However, converting from OBD2 to OBD0 is a difficult task and usually deters people from attempting such a task.
ODB stands for On-Board Diagnostics, and the number following the acronym is the version number. This system allows your vehicle to self-diagnose problems with the engine and other components or the car. Obviously, an older engine has older technology so you would need to convert the OBD system for the engine you want to use in the car.
It would be beneficial to retain the current OBD2 status your car has by continuing to use a 1996-2000 Honda Civic engine. If a replacement motor is required, a used motor can be purchased online rather inexpensively.
