You can't make it a true manual, but you can either change the valve body (the brain of the non-pcm auto) over for an aftermarket full manual valve body. There are also a few good shift kits which will provide adequate results.
One of the reasons a transmission might not shift into overdrive could be a problem with the belt drive inside the transmission. Belt drives can be stretched over time. Another reason could be that the transmission fluid is low or very old or the filter is clogged.
Take it to a shop and have them diagnose the transmission shift times and booster pressures. The automatic transmission has the ability to compensate for wear over it's life. It could be worn but it adjusts pressures and shift times to compensate.
