You probably have a dirty carburetor causing that surge.
The RPMs and the engine of the 2001 Oldsmobile Alero might surge if there is a problem with the oxygen or fuel sensor. It may also surge if there is a problem with the fuel injectors or the fuel filter.
The first things to check are the air intake, the fuel pump/filter and the governor.
Take a look at to oxygen sensor. A dead sensor can cause your engine to surge and miss. If you live in the north were the fuel is oxygenated it happens more often. Something about O2 sensors being killed by oxygenated fuel.
Engine surge in a 2004 Kia Sedona is often caused by a clogged fuel filter or dirty injectors. When insufficient fuel reaches the engine, it will exhibit these symptoms.
if your rider mower uses petrol/gasoline then you can remove the spark plug after you have tried to start it and if there is fuel getting to the engine the plug will be wet with fuel,if however it is dry then no fuel is present.
A surge tank is an important part of any turbo's fuel system as it stops your engine from starving of fuel. Under harsh driving fuel is thrown from side to side of a fuel tank and this can leave the fuel pick up sucking in air rather than fuel. A surge tank however enables your pump to continuously suck up fuel and never have to worry about starving your engine of fuel.
Clogged fuel filter, engine timing, spark plug fouled, fuel octane, even a loose nut behind the steering wheel can cause these issues.

Sounds like a ignion coil.
It maters what type it is but is properly the fuel line
it takes up space
they both use oil
