Before a Customs agent would make an arrest for a warrant of any type, the agent would have to believe the agency holding the warrant would come to the port of entry where the arrest was made to pick up the person with the warrant. If the agency holding the warrant was distant to the port of entry, it's unlikely they will expend the time and money to fetch someone with a misdemeanor warrant.
