yes it will crank, because cranking of the engine depends on the starting motor,it has nothing to do with fuel. But remember it will just crank not run.

What is safer a ATV or a dirt bike?

ATV and dirt bike both have a different set of functions but still if we need to do comparison between them I will say that ATV is much safer vehicle than Dirt Bike. Reason is 3 fold. 1: ATVs have 4 tires and Dirt Bikes have only 2, which gives ATVs a higher benefit in terms of balancing. 2: ATVs as being a 4 wheeler vehicle have more power in comparison to Dirt Bikes and as ATVs are heavy they are less likely to injure people during an accident rather than Dirt bike which are already having a very low power. 3: Dirt Bike is not suitable for all terrains but ATVs full form is All Terrain Vehicle which explains all about it’s use in all terrains. Which makes it safer not only on dirt but on road and other terrains too but if you take dirt bike on other terrains it might not be recommended and also not safer too. Why does cc matter in a dirt bike?

CC refers to the engine displacement or in other words how big the motor is. Larger cc engines produce more power then a low cc engine can. When racing dirt bikes they require the engine size to be near the same size so that everyone has an equal chance in the race. For example: Racing a 125cc bike against a 500cc bike would be a one sided race. The 125cc bike would not have a chance against the power a 500cc bike puts out.

Can you safely go over a bike jump on a dirt trail?

Depends on you, your bike, your speed and the size of the jump. Weak bike + heavy rider + big jump + high speed will add risk to it while strong bike + light rider + small jump + low speed will make it fairly safe. You will probably be somewhere in between these extremes so there's no way of telling how "safe" you will be.
