The clutch fan will not cause this issue. The more likely causes are a stuck open thermostat or coolant not flowing properly through the heater core.
Stuck thermostat, faulty fan clutch, faulty water pump, restricted air flow, low on coolant, missing/damaged fan shroud, restricted coolant flow from a plugged radiator core to name a few.
Could be, low on coolant, faulty thermostat, plugged heater core, faulty temp blend door actuator.

Well I have a 2000 dodge durango and I had the same problem. I didn't know the answer so I kept using the a/c which the car overheated and cracked my radiator. Come to find out the fan for the a/c does not work! I guess there is a radiator fan and a a/c fan. Hope that helps!

This may be caused by the ignition switch.
Unless you are using it for something you shouldn't use a centrifugal clutch for, there are no disadvantages. But a clutch of that type can create a lot of waste heat through slipping while it is engaged.
