Loose belt? Low fluid? Bad pump?
The pump bearings may be going bad or the belt could be slipping. Check to see if the belt is too tight or too loose.
In my 1999 Alero, it did this and it was traced back to the power steering pump going bad.

If the pump is full, then it is either the belt is not tight enough or the pump itself has bad bearings in it. Russell

This is two of the things I know that could be wrong. The power steering pump is either bad or there is no power steering fluid in the pump causing it to have steering problems. Be sure to check the fluid level in the power steering pump.
It is possible to drive with a bad power steering pump. However, this is not a good idea because the wheel won't turn as it should.
