Depends where you live each state has different rules and states like Florida don't even require an inspection sticker. Ask a local garage before you bring the vehicle in for inspection, if your state requires the air bag light be off to pass you can either have it repaired or remove the bulb before getting the inspection done. No, if you air bag light is on or showing an error in Texas your car will not pass inspection. In some cases the light comes on for no reason and just needs to be reset.

Your air bag light is on because your Jeeps ECM detects a failure in the system. You could have the airbag module itself fail (most likely) or a sensor failure.
Under yhe horn pad/air bag on the steering wheel is what that is referred to as a clock spring. The most likely cause for the light is that the clock spring is defective.
