If you mean Iso and Cso games, they don't show up because your psp doesw not have CFW or does not have compatible CFW.
Yes you can. You can use cfw to load any iso, or download psn games. If cfw isn't possible, you can have your isos signed (google: how to sign psp isos) And just drag the iso to your GAME folder.
on the root of the memory stick, there should be your regular PSP folders, as well as "seplugins" and also "ISO". Inside the ISO folder, you can put PSP ISO games, aswell as games with the CSO extention

If you have cfw (custom firmware), all you have to do is (make backup copies for your game saves and everything else) format your memory stick and the iso folder should show up. I don't think there is a app for that. Come to think of it, you don't really need it. If you don't have cfw and have ofw (official firmware from sony), I don't think yet that you can operate homebrew on it. Good luck.
I think psp go is better cuz it has bletooth and downloaded games work without getting cfw
