The dog may be suffering from separation anxiety. You can start by getting a "Kong" which is a rubber toy available at pet stores. There is a hole in the Kong in which you can put soft cheese or peanut butter. Crate the dog and give him the Kong and leave for about 10 minutes. Over a period of time, start leaving the dog for longer periods. Dogs should be crate trained, it protects them and your house while you are gone. If you live in an apartment and this is a real problem with the dog howling, you may have to resort to an electronic bark collar if the desensitation with the Kong doesn't work.
