Not sure on your'e question here. The ECU controls most of the electrical components of the modern day care, air flow, fuel mixture, idle speed, etc... If you remove the ecu, sure the car won't start.
If your ECU becomes damaged by an electrical fault or something else, most times it will switch into "crawl home" mode where the car has very limited speed. Our old Magna blew it's ECU after jump starting too many cars the wrong way and we had no working gauges on the dashboard, the engine ran poorly and we "crawled" home at 35 km/hr.
Now if the ECU is connected to an immobilizer, then it also will not allow the car to start unless the immobilizer is disarmed. Some models can be deactivated by key if the remote stops working, and some can be simply disconnected. However, leave it to the pro's as ECU's are expensive to replace.

if by shut down you mean remotely disable the ignition, then no. they can however shut it down by issuing a reposession order.
It can be many things, but the fact that it overheated and then shut down would make me suspect a blown head gasket. That is assuming that you did not just keep drivng it after it became apparent it was hot.

I had one put into my car and it caused the battery to run down so I had to disconnect it. Someone didn't know what they were doing. To have it shut down immediatly is certainly possible.
