Mortar and Tile Thinset will stick BETTER to a roughed up surface. A light attempt with 20 grit sandpaper and a power sander would yield a much better surface. Wear a mask! You don't know where that shiny Gloss Paint has been or whats under it.
If the surface is more than 25 years old or you don't know whats under there, be careful, could be asbestos or lead in it.
Do you mean "ACRYLIC" paint?? Probably. Make sure the surface is clean. If it is glossy, you will need to sand it a little to rough it up so the the new paint has something to stick to.
