The most likely cause would be that the dog's feet are itching and that is a way for them to relieve the itching.
As long as the dog didn't consume the soda in massive quantities, nothing will happen if a dog drinks soda. It's not particularly good for them, however, with all of the sugar and artificial flavorings they contain.
